It seems local rating agencies have also started to worry about risk, and the Midroog rating agency has therefore lowered its ratings for bonds of Electra Real Estate from Aa1 to Aa3, along with a negative rating forecast. The bonds involved have an outstanding value of NIS 540 million. The reason behind the downgrade is a change in the way Midroog views risky investments in Eastern Europe and Russia. Electra's announcement of the $65 million purchase of land in St. Petersburg was the trigger. (Yoram Gavison)

Israeli startup Resolute Networks is in financial trouble and is expected to fire dozens of workers in across the board layoffs that will cut the firm's manpower by more than half, TheMarker has learned. Resolute makes "Circuit Emulation Services (CES) and Synchronization over Packet applications" for telephony, and is losing its battle against Voice over IP applications. Management informed employees that about 30 would lose their jobs, only six months after 10 others were let go. The company has also been looking for a buyer in recent months, but with no success. Also plans to raise more funding have all fallen through. Resolute refused to comment. (Eran Gabay)

Israeli startup Sphera has been sold to entrepreneur Sergei Beloussov's SWsoft in a share swap. It is still unclear how much of a return Sphera investors will receive, but TheMarker has learned it won't be more than 10 percent of SWsoft. SWsoft is expected to hold an initial public offering on the Nasdaq soon at a value of some billion dollars, though the company refuses to say. Beloussov, 35, is already a multimillionaire and one of Russia's most successful high-tech entrepreneurs. Sphera develops technology that allows organizations to create and manage Software as a Service (SaaS) applications and services. It is privately-held and venture-capital funded. So far about $50 million has been invested in the firm by JVP, TLcom, Gemini, Vision and others. It recently signed a strategic agreement with IBM, which seemed to indicate that IBM was expected to buy Sphera. (Guy Grimland)

The head of Bank Leumi's Banking Division, Yona Fogel, announced Thursday that he is leaving the bank and taking the post of CEO of the Paz oil company. However, he is not leaving empty-handed. He will be taking with him NIS 7.96 million in severance benefits, including a special NIS 2.5 million bonus. Fogel has been at Leumi for 26 years, and has spent the last two as head of what is considered the bank's most important division. He was also the chairman of the bank's credit card subsidiary, Leumi Card. Fogel was once considered the probable successor to Leumi CEO Galia Maor, and now it seems the most likely candidate will be Rakefet Russak-Aminoach, the head of the Corporate Division. Fogel will be replaced by Baruch Lederman, the CEO of Bank Leumi in the U.K. (Ram Dagan)
