Who's asking them?

With his popularity hitting rock bottom, it is only natural that Ehud Olmert would rather be remembered as the leader of a peace initiative than the prime minister who screwed up the Second Lebanon War. Toward that end, he has grabbed at President George Bush's offer of a regional summit in Washington this November with both hands. Olmert may behave as if he is Ariel Sharon's heir, but in practice, he has kissed the unilateral disengagement plan goodbye and chosen to follow in the footsteps of Menachem Begin, moving from war to a peace treaty.

His intention, according to media reports, is to go to Washington with a framework for a permanent accord with the Palestinians. Olmert and Mahmoud Abbas, in a secret contest to see who can wear the loudest tie, are discussing all the sensitive issues, openly and behind closed doors, so that they will have a draft agreement for ending the Israeli-Palestinian conflict to lay out on the table.

In the matter of the leak, about Israel being prepared to withdraw to the 1967 borders if it gets to keep most of the settlement blocs, there is just one little problem: Abbas doesn't represent all the Palestinians, and Olmert doesn't represent all the citizens of Israel. A quarter of a million settlers, many of them third-generation in the settlements, are not going to sit around twiddling their thumbs when Washington raises a glass of champagne to celebrate even a draft of a draft.

With that in mind, there are some who suggest, or demand, that before Olmert heads off to the summit, he should organize a kind of local Camp David for the leaders and representatives of the settlement movement. The foreseen outlines of the plan are for the settlement blocs to remain as they are, with only settlements along the fence evacuated as part of a land swap. Nothing decided in Washington will be irreversible. On the other hand, there are some opponents outside the settler camp.

Ehud Barak, for example, has been quoted as saying that Olmert is cut off from reality if he thinks that a permanent accord with the Palestinians is possible right now. In a television interview, Dov Weissglas revealed that Sharon's unilateral disengagement plan was designed to torpedo the political process with the Palestinians.

Although we are talking about the start of a long process, and one that may end up going nowhere, as the summit draws nearer and details come out, pressure on Olmert to meet with the settler chiefs will be stepped up. Israeli governments since the Six-Day War have not made a serious attempt to sit with the settlers and figure out how a consensus can be reached in the event that a two-states-for-two-peoples agreement doesn't materialize. On the contrary, most of our governments have resigned themselves to settlement expansion and the establishment of illegal outposts on Arab land. They have poured money into defending the settlements and showered them with perks, at the expense of the "rest of the country."

This state-within-a-state has sprouted virulent weeds of the kind that will not hesitate to fight back tooth and nail when Israeli security forces come to evacuate them. When 2,000 soldiers and policemen are needed to remove two families squatting in a couple of buildings in Hebron, just imagine what will happen when the state tries to move thousands of settlers somewhere within the defendable, recognized borders of the State of Israel.

Supporters of an agreement with the Palestinians fiercely object to any kind of government-settler summit. They see it as a trap that will hobble chances for an accord, a recipe for havoc, an invitation to set Jew against Jew, even a mechanism for toppling the current government and instating an ultra-right wing religious government that is liable to shoot down any accord before it gets off the ground.

Did Begin convene a summit or ask the settlers of Yamit in Sinai if they would agree to be evacuated, before sealing their fate at Camp David? Did he hold a symposium with the settler organizations before using force against them and destroying their homes? When Begin went to Camp David, he knew there would be no peace with Egypt without full withdrawal and evacuation of the settlements. Not only didn't he ask the settlers, but he didn't even get the okay of his own government.

When the time comes, Olmert needs to present the Knesset with a conclusive, sabotage-proof agreement that no one can refuse. He needs to seek fast-track negotiating authority of the kind that is sometimes used in the U.S. Congress -- an up or down vote with no amendments. Israel has a handful of violent extremists who are demanding that the country live by the sword forever for the sake of their perverse dream of a Greater Israel. Well, who's asking them?
