Winograd panel says hasn't decided on who war report will impact

The Winograd Committee has still not decided who is likely to be harmed by its conclusions, according to a statement it made to the Supreme Court

Attorney Zvi Agmon, representing the committee, appeared before the court in a preliminary proceeding before the scheduled deliberations Tuesday of the Military Advocate General's petitions against the committee.

The Military Advocate General and former MK Avraham Poraz filed petitions against the committee's initial refusal to grant people whose careers may be harmed by its conclusions the chance to respond before its final report on the handling of the Second Lebanon War is published.

In its statement before the court, the Winograd Committee did not specify how it might allow individuals to challenge the committee's findings. It also did not state whether it would allow a cross-examination of witnesses.

"The precise extent of the rights that will be granted to those who may be harmed by the final report will be set in the future, in accordance with the progress of the committee's work, and after the committee concludes the list of those who may be potentially harmed by its findings, and the ways in which these people may be harmed," attorney Agmon stated to the court.

In its statement to the court, the committee said it must balance between "respecting the rights of those who may potentially be harmed" and the need to "publish the final report as soon as possible."
