A realist at the Elysee Palace

The inaugural diplomatic appearance of the new French president, Nicolas Sarkozy, in an address to an audience of ambassadors to Paris on Monday, reflected the change that was expected in French foreign policy following the end of Jacques Chirac's 12-year rule. Sarkozy showed in his speech that he intends to differentiate himself from his predecessor, and France from the rest of the powers, first and foremost from the United States.

For Israelis, the most important part of Sarkozy's address was his statement that Iran's nuclear program is the central problem on the international agenda today. "An Iran armed with nuclear weapons is unacceptable," he said, calling for a diplomatic solution quickly "that will prevent the catastrophe of an Iranian nuclear weapon, or of the bombing of Iran."

Sarkozy's assessment is similar to the view of Prime Minister Ehud Olmert and his colleagues in the Israeli leadership, who have made similar statements and have presented the Iranian bomb as an international problem that requires an urgent diplomatic solution. Sarkozy has shown that he recognizes the seriousness of the Iranian threat and is willing to stand up to it, and is not trying to pass on the problem to Israel's doorstep.

The pathetic statement Chirac made toward the end of his tenure, saying that an Iranian nuclear bomb "will not be very dangerous," and that if Iran used it against Israel "it [Iran] will be immediately wiped out," raised concerns in Israel of the likelihood of an erosion in France's stance and a coming to terms with a nuclear Iran. Sarkozy has made it clear that he holds the opposite view, and went as far as to discuss the possibility of a military assault against Iran if the negotiations failed. His statements should not be interpreted as supporting a military operation against Iran, but as an expression of the seriousness of the crisis, and as a public warning to Tehran that it is advisable to seek a diplomatic solution.

Sarkozy's election stirred expectations in Israel for a change in French foreign policy, one that would be characterized by closer ties with Washington and a lessening in the tensions between Israel and the European Union. Sarkozy expressed his commitment to Israel's security, and even described the Gaza Strip as "Hamastan," and called for a solution to the Israeli-Palestinian conflict and the crisis in Lebanon, Iraq, and Iran "in order to prevent confrontation between Islam and the West."

Sarkozy offered a "carrot" in the form of dialogue with Syria if it stops undermining stability in Lebanon. In this he showed political realism, which is much better for Israel compared with the dogmatic approach of other European governments.

It is too early to tell how his approach will shape relations with Israel. It should not be expected that France will withdraw its traditional objection to the occupation and Israel's actions in the territories, but it is possible that France will not appear at the head of the line of its critics, as in the past.

Regarding the U.S., Sarkozy has stuck to the adamant opposition of his predecessor to the war in Iraq, and has called for a timetable for an American withdrawal. This way, he has kept his distance from the views of President George W. Bush. Sarkozy's statements about Iran and Iraq, and his criticism of Russia and China, leave no doubt: He considers France under his leadership a leading player in the international scene. This will certainly find expression in the Middle East as well.
