August's hot air balloons

August. The holiday month, the month in which politicians close up shop to rest and relax. In theory, August is a fun month. But August is different here than it is anywhere else. Take, for example, the relations between Syria and Israel. Do they want to talk about peace, or are they preparing for war? Does Syria's equipping itself with the latest in deadly weaponry derive from a fear that Israel will attack? Or is Syria preparing to launch a sudden attack? The threats of "a war this summer in the North" ratcheted up the tension well before August, which is considered the height of summer.

On both sides of the border, intensive military maneuvers are being conducted. Israel considered distributing gas mask kits, while Syria is being equipped with long-range missiles. Hassan Nasrallah has declared that if Israel attacks, "we will defeat it with all kinds of surprising weaponry." As if his threats were not enough, our "military sources," who have never missed an opportunity to frighten the public, have leaked the information that Hezbollah possesses advanced weapons. Between the various threats, Iranian President Mahmoud Ahmadinejad has once again started up with the familiar refrain that Israel must be destroyed. And as usual around here, our "military sources" have determined that if the United States attacks Iran, it is possible that Syria and Hezbollah will attack Israel with missiles.

Meanwhile, Strategic Affairs Minister Avigdor Lieberman, an important part of Prime Minister Ehud Olmert's coalition, is also thundering that in the next confrontation with Hezbollah, Israel must destroy Syria, hit its refineries, infrastructures, airport, President Bashar Assad's palace, government buildings and "break its desire to fight the way the U.S. did to Germany." No less. It would be interesting to know how Bashar Assad would react if, after threats like these, an emissary of Olmert's would turn up at his place with a peace agreement proposal.

While everyone is threatening everyone else, there are still others who are on the road. Take, for example, Labor MK Amir Peretz, who has been sighted at a casino in Las Vegas. There were those who wondered whether Golda Meir, Yeruham Meshel and Yitzhak Ben Aharon also used to visit casinos there. "What's all this fuss about?" said one of his advisers. "One would think that he gambled away the country's defense budget." Perhaps not the budget, but the country's security, yes. At least Olmert's associates are no longer saying about Peretz what they are now saying about Transportation Minister Shaul Mofaz - that he is "a new David Levy." Olmert, at the bottom of the public opinion polls, in the midst of police investigations and concerned that the Winograd report will "recommend" that he resign as prime minister, is suspicious of anyone who might take his place. He is alienating himself from Public Security Minister Avi Dichter, Foreign Minister Tzipi Livni, Interior Minister Meir Sheetrit and Mofaz, who are all gearing up to run for the Kadima party leadership. What was it that resigning coalition chairman Kadima MK Avigdor Itzchaky said? "It's like in a jungle in politics - only the strong survive."

And now, in the middle of August, Olmert is dropping a political bomb: "Tete-a-tete and in secret, Olmert and Palestinian Authority Chairman Mahmoud Abbas are formulating a permanent status agreement on all the sensitive issues that will be submitted at the regional conference that [United States President George W.] Bush is convening in November." The reporter who wrote these lines, Shimon Schiffer, reports that "Olmert wants to go down in history as a peace prime minister and not as a war prime minister."

But the initiative to sum up the principles of the agreement within two or three months lacks a foundation and has no basis in reality. As compared to Menachem Begin, who evacuated all of Sinai, and to Ariel Sharon, who evacuated 23 Jewish settlements in the territories, Olmert has barely evacuated two families from Hebron - at most. His coalition partner, Labor Party Chairman and Defense Minister Ehud Barak, holds that we do not have a partner for a permanent status agreement and need at least five years to get the Israel Defense Forces back on its feet.

The country has entered an era of poor leadership, with respect to its quality, its motivation and its ability to put an end to the occupation. "When little people cast a big shadow, it is a sign that the sun is setting," goes the ancient Chinese proverb. Fact: August is already on its way out, without peace, without war, with two or three Qassam rockets and many hot air balloons afloat.
