Study: 25,000 high-tech workers left for U.S. in last seven years

Roughly 25,000 high-tech workers have left Israel in the last seven years to work in electronics and software companies in the United States, according to Shraga Brosh, president of the Manufacturers Association of Israel.

Brosh reached the number through an analysis of emigration data, Shalem Center research, information from lawyers helping Israelis secure work permits abroad and figures supplied by high-tech companies.

According to Brosh, the reason for the brain drain is the continuous slash in government budgets for research and development. Economists from the Manufacturers Association estimate that the loss of knowledge from human resources costs Israel approximately NIS 6.5 billion each year.

"The continuous cutting of NIS 4.5 billion, since 2000, in research and development has caused a number of factories to transfer their research and development activities to different countries around the world, where they receive much better conditions," said Brosh.

"The slash has also caused the loss in exports of more than $10 million, and each billion dollars in exports creates employment for 15,000 people," he added.

Research conducted by the association's economists suggests that the rate of government support for research and development in the business sector in Israel is relatively low compared to other developed countries.

It appears that Israel currently supports only five percent of research and development activities, in contrast with the 20 percent it supported between 1990 and 1996. It is ranked 17th among developed countries for the extent of its support for this sector, after Poland (12.6 percent), Italy (12.2 percent), the Czech Republic (12.1 percent) and France (10.3 percent). It also lags behind the United States, Great Britain, Norway, New Zealand, Mexico, Belgium, Germany, Sweden, Austria, Korea and Portugal.

Brosh called on Finance minister Roni Bar-On to increase the budget for research and development from NIS 1.2 billion, where it currently stands, to NIS two billion in 2008.

Brosh also suggests an increase to the traditional industry budget, from NIS 80 million to NIS 300 million.
