Cabinet approves national service program for non-enlisting youth

The cabinet Sunday voted unanimously to create a national service program for youth who do not serve in the army. The resolution will mainly affect Arabs, who are not drafted, as well as ultra-Orthodox yeshiva students whose religious studies exempt them from military service.

The national service administration will fall under the auspices of the Prime Minister's Office, in a move intended to dispel fears in Haredi circles that the program would be managed by the Israel Defense Forces or the Defense Ministry. An initial NIS 5 million allocation was approved for the program. Still lacking is a regular budget for the operation of the program or for the government benefits to which participants will be entitled upon completion of service.

In the first stage, about 500 participants will take part in the one-year program each year, working in their home communities. They will work in hospitals, aid in preventing traffic accidents, promote environmental awareness and act as health aides to the elderly, among other activities.

Service will be mandatory and participants will be expected to meet various requirements in connection with their terms. The volunteers will not receive payment for their work, but will receive a monthly stipend equal to that given to soldiers who serve near home. After a year's service, volunteers will be eligible for a discharge bonus and NIS 7,000-8,000 for studies or to establish a business.

Dr. Reuven Gal, who is shepherding the creation of the administration, addressed the concerns of Haredim and of Israeli Arabs about the new program at a press conference Sunday. "The concern expressed by the Higher Arab Monitoring Committee of Israel is completely understandable, given years of discrimination and mistrust. But at the end of the day," he said, "volunteering is a great privilege, and the Arab public has much to gain from it."

Gal said that he and his colleagues met recently with ultra-Orthodox rabbis who made "positive statements" about their willingness to allow yeshiva students to volunteer. Gal said that "civil service will constitute an alternative to military service, and whoever avoids both, will be outcast. We are creating new norms in our society."
