Cabinet to end Jewish Agency monopoly over immigration

The cabinet is scheduled to vote on a NIS 19 million allocation in the 2008 state budget for two independent immigration organizations. The resolution is expected to pass, essentially ending the Jewish Agency's monopoly over immigration to Israel.

The resolution would allocate funding to Nefesh B'Nefesh and AMI, which support Jewish immigration from North America, Britain and France. It was pushed off the cabinet agenda on Sunday by security issues.

Both groups have received state funding since 2005. The cabinet resolution would make the temporary allocation a permanent line item in the immigration absorption budget. It would also pave the way for future expansion, in accordance with criteria set by Absorption Minister Jacob Edery, who sponsored the resolution. The resolution would also enable the organizations to receive funds not only for their absorption activities within Israel but also for their emissaries stationed abroad.

Officials in Diaspora Jewish organizations view the resolution as a "ringing slap" in the face of the Jewish Agency, and a recognition of the fact that in the past several years it has failed to bring significant numbers of olim from prosperous countries.

Nefesh B'Nefesh claims to have brought over 12,000 immigrants to Israel and says that over 90 percent of the immigrants from North America and the U.K. come through it. AMI has brought about 2,000 immigrants from France.

The Jewish Agency has in the past attempted to impede the operations of AMI and Nefesh B'Nefesh, claiming they chose which prospective immigrants to bring and selected only those with means and a profession, who would integrate easily into Israeli society, while the Jewish Agency was obligated to take in all Jews. The two sides accused each other of concealing information and of competing over potential olim.

According to new criteria set by the Absorption Ministry, each organization would receive about $1,000 for every new immigrant brought to Israel. The sum reflects about one-third of the costs. Edery has promised to continue efforts to increase spending on absorbing immigration from the West.

AMI Director Avi Zana called the draft cabinet resolution a continuation of former prime minister Ariel Sharon's policy, which valued the importance of bringing Jews from France to Israel. Nefesh B'Nefesh Chairman Danny Ayalon thanked the cabinet in advance for its expected passage of the resolution, which he called a renewed vote of confidence in the organization and its activities.

A statement issued by the Jewish Agency said that the organization recognized some years ago that local aliyah organizations had to be encouraged and had given large amounts of money to such organizations. "However, we of course also want partners that are fair and transparent and capable of collaborative effort."
