It smells bad for a reason

It was only this year that the chemical plants at Ramat Hovav and the state worked out an agreement on how to deal with toxic waste. But instead of ending the problem of pollution in the area, the deal led to the construction of a military complex in dangerous proximity to hazardous pollutants - which still pose a serious health threat to the population of the Negev.

The plants signed a legally binding document with the Environmental Protection Ministry, agreeing to deal with liquid waste according to the ministry's criteria.

The agreement, which also included a less detailed commitment to deal with air pollution and toxic gas emissions, formed the basis for the cabinet's approval last April of setting up a new Israel Defense Forces training complex near Ramat Hovav. If the current situation remains unchanged, soldiers will have to contend with air pollution and noxious odors from Ramat Hovav's cess pools, which spread toxic fumes and smells for miles. To address the problem, the Ramat Hovav Regional Council has in recent years mounted reconstruction efforts to reduce the environmental problem at the dump site, which is the result of 30 years of unregulated disposal.
