Private charity pledges welfare assistance to Arab local councils
By Yoav Stern and Yair Sheleg, Haaretz Correspondents

A private charity has announced plans to donate funds to local Arab councils in Israel, in a move that will substantially increase their budgets for public welfare.

The president of the National Fellowship of Christians and Jews, Rabbi Yehiel Eckstein, approved this week the expansion of the group's operations in 20 Bedouin and Druze municipalities by NIS 1.7 million, in addition to the NIS 9 million it already supplies to other Arab municipalities.

Several Arab local councils could see their budgets tripled by the initiative. In Yafiya, near Nazareth, the council has pledged a donation of NIS 116,000, to augment preexisting local welfare budgets of only NIS 39,000. In Kafr Kana, where the local welfare budget stands at NIS 62,000, the charity has pledged NIS 188,000 in assistance.

In all, the charity provides assistance to around 50 local Arab councils.

"These measures are to help all residents of Israel, unconditionally," the organization said in a statement.

This is the second year in a row that the charity has provided funds to local Arab councils. In order to receive funds from the Welfare Ministry, local authorities are required to match a certain percentage of the payment.

Since most Arab councils are in dire economic straits, they often cannot make this payment and do not receive their welfare allotment. The charity's donations are expected to help them fulfill this requirement and subsequently be eligible for government assistance.

The charity, founded by Rabbi Eckstein in the mid 1990s, has contributed tens of millions of dollars since its founding, largely donated by evangelical Christians from the United States. These funds have gone to programs helping Jews immigrate to Israel from the Former Soviet Union, Argentina and Ethiopia, as well as to fight poverty in Israel and help impoverished elderly Jews and orphans in the former Soviet Union.

Eckstein has been an active supporter of relations between Jews and evangelical Christians, and counts evangelical missionary preacher Pat Robertson among his close friends.
