Winograd task force: Bolster PMO National Security Council

The main proposal of the team set up to to implement the Winograd Committee's preliminary recommendations is to bolster the National Security Council in the Prime Minister's Office. The task force wants to reorganize the council and place it at the center of the decision-making process in security and state matters.

The team, headed by former chief of staff and minister Amnon Lipkin Shahak, completed its report this week within its 30-day schedule and submitted it to the Prime Minister's Bureau.

Next week the findings will be presented to a special ministers' committee, which will be put in charge of implementing the recommendations.

Olmert appointed the Shahak team following the release of the interim Winograd report, asking them for proposals to implement Winograd's recommendations and to prepare detailed programs for the relevant bodies.

The team focused on improving the cabinet's decision-making function in state matters, and finding effective ways of preventing leaks. It recommended that the Foreign Ministry be included in defense decisions pertaining to state affairs; that a political-defense staff associated with the prime minister be established; and that the role of the NSC including its authority and position be more defined. The Shahak team was also recommended setting up a national crisis-management center in the Prime Minister's Office.

The other team members are Foreign Ministry Director General Aharon Abramovitch, NSC chief Ilan Mizrahi, Defense Ministry security chief Yehiel Horev, head of the IDF Planning Directorate Ido Nehushtan, representatives of the Shin Bet and the Mossad, former NSC deputy head Israela Oron, former deputy foreign minister Yehuda Ben Meir, former Teva director general Yisrael Makov, Attorney Miki Zellermayer, public security minister's chief of operations Brigadier General Bentzi Sau, and Attorney Roi Dik-Kedar.
