Former minister and ex-army chief Amnon Lipkin-Shahak agreed Tuesday to head a steering committee tasked with implementing the recommendations included in the Winograd report into the handling of the Second Lebanon War.

Olmert will Thursday seek government approval for a proposal to adopt the main principles of the document, and the implementation of its recommendations.

According to the proposal, the steering committee will detail the Winograd recommendations to improve the decision making process on diplomatic and defense matters.

The committee will then propose, in coordination with the Winograd report, ways to bolster the National Security Council, increase the role of the Foreign Ministry in defense decisions, and broaden cabinet ministers' expertise.

The steering committee will include individuals outside the political and security world, alongside officials from the defense establishment, the Foreign Ministry, the intelligence community and the National Security Council. The committee members are tasked with drawing up a plan to present within 30 days.

The committee will be overseen by a special ministerial panel, headed by Olmert and including Foreign Minister Tzipi Livni, Vice Premier Shimon Peres, Defense Minister Amir Peretz and ministers Shaul Mofaz, Eli Yishai and Avigdor Lieberman.
