Most local authorities operated without an approved budget in 2003-2005, according to a report released Tuesday by State Comptroller Micha Lindenstrauss.

According to the report, some authorities were approved for a budget, but only at the end of the fiscal year.

An examination by the State Comptroller's Office indicated that most of the delays in approval of the budget were due to the fact that budget requests were submitted late to the Interior Ministry. Only 13 local authorities submitted their requests for district approval by the beginning of the fiscal year.

The comptroller's office also investigated cooperation between the authorities with regard to treatment and purification of local sewage systems.

The comptroller ruled that the problems of the conurbation over sewage matter was an example of failure in cooperation between central and local authorities.
