Study: 13% of Israeli childen suffer from disabilities, chronic illnesses

Almost 300,000 children in Israel, or 13 percent, suffer from chronic illnesses or disabilities. About half have severe emotional or behavioral disorders, about one-fourth have respiratory ailments, 19 percent have sensory diseases or diseases of the central nervous system and 4 percent have muscular or skeletal disorders.

The data is included in the first publication of its kind in Israel, on children with special needs, released for the sixth Be'er Sheva conference sponsored by the Council for the Welfare of the Child, which opens tomorrow. The book's editors, Yafa Tzionit and Dr. Asher Ben-Ariyeh, of the Council for the Welfare of the Child noted that the last survey in this area was conducted a decade ago.

he study found that as opposed to a national average of 12.8 percent, more children with special needs (18.1 percent) live in communities with lower socioeconomic profiles.

In socioeconomically stronger communities, 8.6 percent of children are defined as having special needs, due in large part to parents' greater awareness and ability to pay for diagnosis of learning disabilities.

Approximately 46,000 children are enrolled in the special education system or in special education classes in regular schools. Their number has grown 16 percent over the past three years.

Only 12 percent of children with special needs receive a National Insurance Institute (NII) stipend because of strict eligibility conditions, while approximately one-fourth live in households in which neither parent is working.

Among the Negev Bedouin, about 50 percent of special-needs children live in households where there is no breadwinner.
