NGO appeals decision to hand over Jerusalem compound to Russia

The Legal Forum for the Land of Israel petitioned the High Court of Justice on Sunday over the government's decision to hand over ownership of the Sergei Courtyard site in Jerusalem to the Russian government.

The non-profit organization claims that by deciding to transfer the site to the Russian government the Olmert administration overstepped its boundaries as an interim government.

The decision to hand over the Sergei Courtyard, which Russia claims was expropriated by Israel without compensation, was meant as a good-will gesture to Russian President Dmitry Medvedev on the eve of outgoing prime minister Ehud Olemrt's trip to Moscow.

The courtyard, located on Heleni Hamalka Street, is named after Grand Duke Sergei Alexandrovich, the uncle of Czar Nicholas II, who was executed by the Bolshevik revolutionaries. It was built circa 1890 adjacent to the Russian Compound.

The building served as a hostel for Russian pilgrims to the holy land, and currently houses the offices of the Society for the Protection of Nature in Israel and the Agriculture Ministry.

In response to the government's decision, officials at the Society for the Protection of Nature expressed their reservation.

"We hope that the Israeli government will secure the rights of the Israeli public in the area, which constitutes one of the most beautiful and important gems in Jerusalem," the officials said Sunday.

The whole area - the Russian Compound, Sergei Courtyard and Nevi'im St. - has been the object of several giant real estate deals recently, involving Russian businessmen, including Arkadi Gaydamak.
