Hamas rejects list of 450 Palestinians to be swapped for Shalit

Islamist militant group Hamas rejected on Thursday a list of 450 Palestinian prisoners, approved by a ministerial panel on Thursday, that Israel would be willing to release in exchange for the freedom of abducted Israel Defense Forces soldier Gilad Shalit.

Shalit was abducted by Gaza militants in June 2006.

Hamas has demanded the staged release of 1,400 prisoners, including those who have carried out violent attacks against Israelis. The group said new recommendations made by the ministerial panel on Thursday failed to fulfill Hamas demands and therefore the Egyptian-brokered negotiations over Shalit cannot advance.

"No breakthrough can be achieved before the Zionist enemy agrees to all the conditions and all the names on the list we have handed over," said senior Hamas official Osama Al-Muzaini.

Approximately half of the prisoners included in the list were names submitted by Hamas. The ministerial panel that approved the list, headed by Vice Premier Haim Ramon, had previously authorized the release of 70 names from Hamas' list.

Officials said it was unclear when the expanded list would be brought to the cabinet for consideration.

The panel will hand the list over to the outgoing prime minister, Ehud Olmert, who will convene the ministers for a discussion on the matter.

Last month, the team of ministers completed drawing up the list of prisoners. Olmert has yet to decide whether to approve the names on the list. Should he sign off, the list would then be handed over to the Egyptians and presented to Hamas as an official offer.

Mahmoud Zahar, a senior Hamas official in Gaza, on Friday accused Israel of reneging on offers made during the negotiations for the return of Shalit.

In an interview with the Palestinian Ramatan News Agency, Zahar claimed that Israel had offered to free 450 Palestinian prisoners once Shalit was returned to Israel, and then release an additional 550 Palestinians approximately two months later.

Zahar said that Israel is now offering to release only 450 prisoners in exchange for Shalit, and warned Israel that back-pedaling could lead to the negotiations being scrapped altogether.
