Jerusalem residents claim victory over controversial real estate plan
By Zafrir Rinat, Haaretz Correspondent
Tags: Spadia Plan, Jerusalem, Ramot

The High Court of Justice on Thursday struck down a real estate development plan in the western Jerusalem neighborhood of Ramot after residents waged a legal and public campaign against the project.
The plan, whose footprint lies on the Mitzpeh Naftuach hill near Ramot, included 2,000 housing units that originally comprised the so-called "Safdie Plan."

The court petition against the plan was submitted by residents who received legal representation from the attorney Reuven Yehoshua. The residents argued that the plan would harm the environment, and would also contravene earlier project blueprints.

Yehoshua also took the unusual step of adding the Israeli turtle to the list of plaintiffs, arguing that since the hill also includes a natural habitat for the creatures, the building project would endanger them.
