PMO: Hezbollah plans to kidnap Israelis abroad

There is a concrete threat that the Lebanon-based Hezbollah guerrilla group plans to kidnap Israelis traveling abroad, the Prime Minister's Office Counter Terrorism Bureau warned Wednesday.

The travel advisory issued Wednesday was a general warning, applicable to the entire world, not any specific travel destinations. Israel does not have specific intelligence regarding the location where Hezbollah plans to attack, but the Counter-Terrorism Bureau said that the militant group was constantly preparing to kidnap Israelis.

In a statement, the bureau urged Israelis abroad to be wary of "unusual events," to turn down unexpected tempting business or recreational offers and to avoid letting suspicious persons or unknown visitors into their hotel rooms or apartments.

The council also urged Israeli travelers not to linger in remote locations, especially after dark, to attend business meetings and recreations activities only when escorted by reliable companions, and to avoid a regular and predictable routine.

The statement named no specific country as the focus of the possible attempts but classified the threat as "high" and "concrete."

Israeli security officials had earlier this month warned Israelis living and working in West Africa that Hezbollah intended to carry out abductions to avenge the death of Imad Mughniyeh, the group's operations head, who was assassinated in a Damascus car bombing in February.

Hezbollah has blamed Israel for assassinating Mughniyah, but Israel has denied any involvement in the incident. Hezbollah has nevertheless vowed to avenge Mughniyah's death in attacks against Israel.

In recent months, Jewish and Israeli institutions outside Israel have bolstered security in anticipation of a possible Hezbollah attack, as have Israeli aircraft and ships.
