Knesset panel approves 10% rise in extracurricular school fees

Extracurricular fees in elementary and junior high schools will rise by 5 percent and high schools by 10 percent starting next year, a Knesset panel decided on Monday.

The Finance Ministry backtracked on its original demand to raise the fees by up to 22 percent, including a 50-percent rise for field trips.

At the same time, the Treasury agreed to transfer NIS 68 million to subsidize extracurricular activities for underprivileged students.

Education, Culture and Sport Committee Chairman MK Michael Melchior (Labor) said that he approved the increase as a temporary arrangement that would enable funding for trips and cultural activities. As a quid pro quo, he demanded that the panel members will vote in favor of his bill to abolish all extracurricular payments.

"It's time to delete any mention of extracurricular fees from the legal code," he said.

"Extracurricular payments have become one of the biggest evils of the education system," Melchior continued. "A governmental report from 1992 found that these payments, which burden mainly young families, exacerbate inequalities in society. It recommended, among other things, that they will be subsumed by funds transferred by the National Insurance Institute."
