B'Tselem clip shows soldier shooting bound Palestinian

Human rights group B'Tselem yesterday released footage of an Israel Defense Forces soldier shooting a bound and blindfolded Palestinian in the foot with a rubber-tipped bullet.

In the footage, an IDF soldier is seen shooting the Palestinian man at close range near Lieutenant Colonel Omri, the commander of the Armored Corps battalion in the sector.

"My eyes were covered and I was left in the sun for four hours," recounts Ashraf Abu-Rahama, the 27-year-old Palestinian who was shot. "Then an officer picked me up, held me up against a wall and I was shot. It felt like my leg was a goner. My eyes were covered, and I could not see a thing." Abu-Rahama, who was lightly wounded in the incident, received medical treatment from an army medic just before he was released. He also claims he was beaten by the soldiers before he was shot.

According to B'Tselem, the incident occurred two weeks ago near the West Bank village of Naalin, which has been the site of heated anti-separation fence protests in recent months.

The IDF originally said that Lieutenant Colonel Omri was unaware of the incident and that the door of his patrol vehicle blocked his line of vision. However, the footage seems to counter his claims. Palestinians say the soldier who shot the Palestinians was spotted in the area over the following weeks and was not removed from his position or sent to military prison, as would be expected had he been tried by a military court.

"This is an inappropriate incident which is against the IDF's values," an IDF spokesperson said yesterday. "Army regulations strictly prohibit the abuse of detainees and require their fair and honorable treatment. After examining the footage, the Military Advocate General, Brigadier General Avihai Mandelblit, ordered military police to open an investigation into the incident."

Army probing

Major Avital Leibovitz, an IDF military spokeswoman, told DPA that the military advocate general had opened an investigation into the incident.

"But there are questions about the edited parts," Leibovitz said, referring to the point where the video stops. The clip then resumes and shows footage of what appears to be a few moments later with Abu-Rahama on the ground.

B'Tselem Spokeswoman Sarit Michaeli said the girl had accidentally stopped filming when she was startled by the gunshot and continued as soon as she became aware she had pressed the stop button.

As part of its "Shooting Back" project, B'Tselem has distributed about 100 cameras to Palestinians throughout the West Bank over the last year. Of these, several dozen were handed out in the Hebron area, where friction between Palestinians and Israelis is felt on a daily basis.
