Winner of September Kadima primary will form new government

Cabinet ministers from Kadima - including Vice Premier Haim Ramon, considered a confidant of Prime Minister Ehud Olmert - say that the winner of September's party primaries will immediately begin putting together a new government. Olmert had hoped to create a situation that would preclude the formation of an alternative government as long as he is still prime minister.

According to Ramon, Olmert does not have to resign immediately after the primaries, because that is not in the party's interest. "It's inconceivable to resign before our candidate obtains the support of 61 MKs and thereby loses the government."

Ramon expects the government-building process to be long and complicated, and perhaps even impossible - necessitating new elections. "In that case Olmert could remain prime minister until March or April," Ramon said.

Thursday marked the effective beginning of the official move to oust Olmert as party chairman. The party council unanimously approved an agreement with Labor, according to which Kadima will hold primaries for the position of party chair in September. At the same time, the process of changing the party's regulations in order to enable the primaries began. The change was not approved because the required majority was not obtained. At least 91 of the council's 180 members must approve the change, and yesterday not enough people showed up.

Party council members have 10 days in which to register their votes, after which date the vote will be closed. Council members have reported in the past two days that they were contacted by advisers to Olmert, who asked them not to vote in order to block the primaries process.

"This is a good day for the party," Foreign Minister Tzipi Livni said after the vote. "We began the healing."
