Amona outpost has illegally built road in PA-controlled Area B

Amona, the West Bank settlement outpost that saw nine houses destroyed by court order because they were built on privately owned Palestinian land, has effectively annexed land in an area where Israel is not allowed to build.

The land is in Area B, which the Oslo Accords define as being under Palestinian civilian control but Israeli security control. Amona appears to be the only outpost partially located in Area B.

Amona, established 10 years ago near Ofra, north of Ramallah, is one of the oldest unauthorized outposts. Most of its houses and trailers were set up on Palestinian land in Area C, which is under full Israeli control.

In February 2006, a violent confrontation between police and settlers erupted when police carried out a court order to destroy the nine houses.

Now, a comparison of aerial photographs of the outpost with official defense establishment maps reveals that a significant portion of the road that links Amona to Ofra runs through Area B.

In some cases, settlers and Israel Defense Forces troops have prevented Palestinian farmers from accessing their own agricultural lands near the outpost, even though these lands are also located in Area B.

In addition, the IDF is considering declaring the few hundred meters between the road and the houses a special security zone, which would bar Palestinians from entering without a permit. However, the decision has not yet been approved by the relevant legal officials.
