Talks on consolidating Arab parties Hadash, Balad reach dead end
By Yoav Stern, Haaretz Correspondent

Negotiations between Hadash and Balad (National Democratic Alliance) on forming a joint Israeli-Arab party that will run in the upcoming elections reached a dead end on Sunday, with each party blaming the other for the impasse.

Balad officials blame Hadash for refusing any proposal offered, while Hadash officials say that Balad is refusing to accept "the most logical proposal" regarding the placing of candidates on the party's Knesset candidate list. Balad is preparing for the possibility of ending all talks on the matter.

Hadash chairman Mohammed Barakeh said Sunday that "both proposals made by Balad are unfair. We are a larger organization, and therefore we should lead the party," Barakeh said.

Knesset candidate lists can be submitted by February 9.

Balad is prepared to forgo the first slot on the candidate list, in return for the second, fourth and fifth slots. A possible list according to Balad would include: Mohammed Barakeh, Azmi Bishara, Hana Sueid, Jamal Zahalka, Wasal Taha and Dov Chanin. However, Hadash wants Chanin to be placed fifth and Taha sixth. Balad is demanding that if the faction gets a non-even number of seats, there would be a rotation among Balad and Hadash MKs.
