The conditions presently facing Iran are not the same that induced Lybia`s Khadafi to give up his nuclear program.
Khadafi has no ideology & is only interested in his own survival. When president Reagan sent a few planes over Lybia & nearly killed him he saw the light.The Iranian rulers have fanatic religious objectives & are not faced with immediate or distant military action or even with effective sanctions which Russia & China are opposing. The reasons which made Bush give up force are still valid & perhaps reinforced by Iran`s increased military might.
