Olmert was far too weak politically to make any peace agreement, let alone the one described here. This fact has been recognized many times in Haaretz articles. With this in mind, Olmert was in a position to offer anything, since it was all smoke and mirrors anyway and had no chance of implementation on any level. We must always remember the huge gap which exists between talk and action, particularly when regarding Israeli politicians. Knowing this, if Abbas would have gotten enthusiastic over anything proposed by Olmert, he would have only looked stupid and inept when Olmerts plan was widely rejected by Israelis, as it would have been. One clue is the fact that Abbas refused to continue peace talks until there was a freeze on west bank settlement expansion. Since Olmert was proposing a withdrawal from most of the settlements anyway, allowing a construction freeze on those settlements was only common sense. Still, Olmert refused to halt construction, even on a limited basis
