Israel has always maintained that if it weren`t for Palestinian terrorist attacks, then there would not have been any need for a security barrier in the first place. However, the completed portions of the fence will not be coming down anytime soon even though Intifada II has pretty much fizzled out (thanks in large measure to the existence of the fence)--at least not until the final peace agreement determines where the border is. The urgency to complete the security barrier will not arise as a top priority again unless the Palestinians carry out their threat to launch Intifada III. In the meantime, a higher priority is to deploy a viable anti-rocket system around the Gaza Strip and along the Blue Line with Lebanon in the north and that`s going to cost a few shekels. These days, rockets pose a bigger threat than do infiltrations.
