| The North Korean government raises cash through trafficking heroin. In 2003 they were caught red handed in Australia in the Pong Su incident. A government that does such a thing represents the greatest proliferation risk as they don`t play by the normal rules of behaviour. It is much easier to make a statement on Iran than North Korea. With Iran there is still hope and with North Korea only despair. |
