Israel`s obligations to the Gaza Strip under international law are to not block or unduly delay sufficient humanitarian aid to keep the Gazan civilian population above a bare-subsistence level as the military situation permits even if she has to provide some of it herself for free (like electricity and water). However, she is not obligated to facilitate the shipment of reconstruction aid, war material, or dual-use items to an unoccupied, hostile entity during a period of armed conflict. Indeed, it is Israel`s right under the international laws concerning blockades to do everything she legally can to prevent contraband items from reaching the enemy.
It is up to the imposing power of the blockade to determine what is or is not a contraband item (except for food, water, and medicine) and to determine what a partial lifting of the blockade is linked to. Those matters are not up to the blockaded power or you to decide.
