Carter had never been to a settlement before last month, when he visited Shaul Goldstein, head of the Gush Etzion council. Carter left the meeting, walked up to the cameras and said: "This particular settlement (Gush Etzion) is not one that I envision ever being abandoned or changed over into Palestinian territory.
