Somtimes ignorance leads to the most imaginative articles, like this one. So instead of the going to the local Rabbinate, you fish for the rabbi who is supposed to be "more Liberal". But sometimes the reasons are Halachic. A Cohen with a Divorcee, One of the appliacants doesn`t know the identity of their father (which might mean they are marrying a brother or a sister), or some other diqualification.

In some places a local rabbi can facilitate an issue, discovering that one of the applicants who thinks he is a Cohen was in actuality adopted, and his birth father was "not a Cohen". In that case running off to somebody "Liberal" might even complicate matters.

There is a good reason that the Rabbinate does things most of the time, and rabbi-bashing can lead to more misunderstandings than it resolves an issue.
