The argument that the Pals are dragging their feet because they do not really want a WB state does not stand up to scrutiny.

They were required to do some 15 things in Phase 1 of the Roadmap (which is what the Quartet and Obama are following). They have virtually done them - hold free elections, rebuild security apparatus, end official incitement, etc. They have kept their end of the deal and are ready to move to Phase 2.

Israel was also required to do more than a dozen things. Some have happened, some have not. Israel hasn`t:
- dismantled settlement outposts built since 2001
- frozen all settlement activity, including (building for) natural growth
- ceased confiscation/demolition of Arab homes

etc., as the GOI agreed. The PA, as much as the Quartet and Obama, are waiting for Israel to complete its Phase 1 obligations. Until Israel complies, there is not much to talk about.

The only side dragging its feet here is Israel. Was there ever a more reluctant `partner for peace`?
