We have a large Hasidic population in Montreal. Montreal happens to be a French city and very secular. Yet the Hasidic community has adapted. People drive cars every Sabbath through their neighborhood. We all get along nicely..thank you. The fact that I am a Jew means nothing to them as I do not fit in to their world.
In Jerusalem the Haredim need to know they are not exclusive to the city. Other Jews and non-Jews live there and can drive on Shabbat. If the haredim do not like it they can stay in Shul or at home and pray.
