No one knows if nukes can be really monitored. If so for Iran and North Korea, then they can for all, including the US and Israel, and then probably should be, as the world will be a safer place. If nukes really can`t be monitored, then it`s better not to pressure rogue states, as we can`t stop proliferation, must rely on deterance, and pressuring what we can`t stop will only antagonize rogues.

Obama takes the first view, that nukes can and should be controlled. One can`t say he`s right or wrong, his is a positive goal, and, it`s his prerogative. The paradox of nukes is that we want to make sure they are never used, but, that said, we want to normalize them such that if ever they are used, that that won`t lead to escalation.

It`s enough to control most nukes then, since a few hidden can never be used, as if used would provoke rearmament and retaliation, so we need not get every nuke to succeed. With a limited shelf-life, there`s hope hidden nukes will deteriorate on their own.
