a prior isn`t really the right translation. l`chatchila really means "before the fact." what the rabbi is saying is that he wouldn`t advise from a halachic viewpoint to make the decision to join the army, but if someone makes that decision anyway (i.e., after the fact), he`ll treat them as soldiers equal to the rest.
