The UN said "..it is difficult to overstate the humanitarian impact of the separation Walls . The route inside the West Bank severs communities, people?s access to services, livelihoods and religious and cultural amenities. In addition, plans for the separation Walls? exact route and crossing points through it are often not fully revealed until days before construction commences". In 2004, the United Nations passed a number of resolutions and the International Court of Justice issued an advisory opinion calling for the barrier to be removed. In July 2004, the Court declared the illegality of the barrier.
