and he is 100% ethnically Jewish as well, Israeli many generations and traditional in that he enjoys the festivals but with no connection to religion. He has no problem with getting a certificate as I guess he appears secular.

The rabbinate in this country should limit itself to religion, in many hotels in Israel we have lots of non Jews doing the Shabbat stuff in the kichen and through the week as well, yet that is kosher. Their prejudice shines through.

Freedom to belief or not to belief is a human right. There should be no prejudice either way as long as one obeys the law and is respectful of the others.
