On the one hand, the US State Department`s all-inclusive prohibition on "settlement" activity in East Jerusalem would stop improvements to the Jewish Quarter of the Old City or the Mt. Scopus campus of Hebrew University. On the other hand, Israel still apparently, hasn`t thought out the downside of continued creeping expansion in the West Bank.
