Neutrality is not thpoint here.
Inetrnatioanl law is.
East Jerusalem is occupied territory and citizens of Israel are persona non gratis.
That mean all Israeli citizens.
So Obama has no legal right to tell the occupied people not to build.
He does however have the right backed up by international law (4th GC ART 49)to tell the illegal squatters they cannot do so.
