| I have read the actual document and the articles to which you refer do not bear out your bizarre interpretation. For example, here is the last sentence of Article 49: "The Occupying Power shall not deport or transfer parts of its own civilian population into the territory it occupies." How much clearer could it be? The occupying state is not allowed to settle the occupied territory. Thus, the settlements are all illegal. |
