Herman Bernstein, American Minister to Albania during 1929-1933 was a prominent Jew. In face of the rise of Anti-Semitism in Europe during that time, there was a movement to use the good offices of King Zog of Albania, a very tolerant and modern leader, to help European Jews during that difficult time. According to Bernstein, various ideas were discussed by other prominent European Jews, including raising money through a Albanian stamp emission or assisting Albanian agriculture. The one described here is one of them. Unfortunately, Italian occupation of Albania in 1939 terminated the reign of a very liberal and modern king. Nevertheless, the people of Albania never refused to save all of local Jews, as well as those escaping from Greece, Macedonia and Serbia.
