Elliot, there can`t **be** "an understanding" unless there is a written record setting out just what, exactly, the two sides "understand".

Otherwise one side always runs the risk of ending up being dragged along by the nose.

As in: if you want to know what the Americans "understood" then listen to what the Israelis were "saying", because whatever the Israelis "said" was what the Americans "understood" they had just agreed to.
