PCATI can act as an advocacy group for Palestinians, but Ha`Aretz should do more than just parrot the group`s press release.
If you`re going to impart news, then you should actually do some journalistic research. The testimonies in the report are limited to only acknowledging that there were prisoners who were in pain when shackled, but there was no comment on the need for shackling and to what extent the cuffing was required. The report also acknowledges that handcuffing prisoners is an acceptable practice and that the security forces have leeway in its use.
While the report is `harsh` it can hardly be considered dammning given that there is no cross examination of the testimonies or expert opinions.
However, the major solutions suggested by the report amount to a shift in style of handcuffs, and not to make them so tight.
Such ideas point to issues of policing procedures rather than something akin to waterboarding. |
