A state that can`t enter into treaties without Israel`s consent? That`s a "state" that has no foreign relations.
A state that doesn`t control its own airspace, or its own borders? That`s a "sovereign state" whose contact to the outside world can shut down at Israel`s whim - which, of course, also shuts down commerce.

As in: would Israel be able to shut down that passage on a whim?
Note that under the 2005 AMA Israel agreed to a regular shuttle bus service, and then refused to allow any bus to travel that route.
