What good does setting another fatuous deadline on an overall settlement do?
There is a way to get an overall settlement, but it can only be reached by going one step at a time. What the PA and Israelis can do at this point is to decide on territory. What settlements will be incorporated into Israel, what will not be, and what land will be swapped with the PA to make up for the settlement land absorbed. Maybe you have to solve water right questions to solve that problem but you can leave Jerusalem out of the picture for now. You can also leave out for now the right of return, the limits of PA sovreignty.
By trying to get a settlement on everything at once, it just insures that there will be a settlement on nothing.
For example, settlers who knew that they would not be forced to leave might be subtracted from the critical mass that would block a settlement on Jerusalem. Neither Israel nor the PA is monolithic on all issues. To suceed, build coaltions on an issue by issue basis |
