Jews had the right to emigrate where they wanted and there was a not a palestinian state in this region. Every state here was created by French British colonialism. Even the palestinian concept of nation was a creation of British imperialism
Israel Harel is right in his assesment. The Arabs rejected the Peel commission proposals, and rejected the partition, bringing the Naqbah to themselves. They rejected Clinton proposals, and in Taba they "let the Israel delegation to leave", missing the last opportunity to get a normal state.
