Britain leased Hong Kong. Newfoundland leases Labrador (as, at a free rate, do Ontario and Quebec `lease` most of their northern territory from the federal Canadian government.)
In short, one CAN exercise sovereignty over something you do not own.
Israel should permanently lease settlements from the Palestinians, with ongoing payments. These payments would not be the indignity (to Israelis of reparations) nor to Palestinians (of welfare).
This can be arranged in the final settlement agreement. Meanwhile, the requirement must be enforced that their be a complete settlement freeze until the alternative (to a complete freeze) is negotiated.
The US can`t stop Israeli bulldozers directly, but it can make clear the consequences of Israeli non-compliance by intervening to assist Palestinians.
Direct US involvement with the PA independent of Israeli interaction beats witholding support from Israel. Putting some Palestinians under the US flag would be not a bad start. |
