Making a nuclear bomb is something that a lot of countries can now make, but what Dagan is talking about is the ability of Iran to deliver that device on top of a rocket and exploding it at so many thousand of feet in the air for maximum devastation and also to hit the intended target.
The chances are that if a missile with a nuclear warhead was to be fired at Israel and is a fraction of a degree off course, it could explode over Jordan, Syria, Egypt or even Italy!
