I can answer that.
The basis for the much-ballyhooed unwritten "understanding" between Bush and Sharon was this: the Americans and the Israelis would get to together (in secret) and map the boundaries of the settlements for *exactly* the purpose that you describe.
At which point Sharon told his minions that (come Hell or High Water) they were never to agree to meet with their American counterparts to actually draw those boundaries.
The result: the settlements grew like tumours, and all the while the Israelis pretended they had an "understanding" with Bush that the settlements were allowed to sprawl in that way. |
