I have some questions about “natural growth”. What exactly does it mean? Has Netanyahu ever defined it?
For example: Are there precise lines (say like the Green Line) to existing settlements so that natural growth within existing settlements means that the existing buildings can be enlarged forever (onwards and upwards) but not outside their now existing borderlines? Or does it mean that they can billow out like ever growing clouds into surrounding areas--the way, if you pardon the expression--tumors grow? And if natural growth is to be allowed, will that change the status of the settlement’s future as far as any final solution is concerned? In other words, if a day care center is built as part of a settlement’s natural growth, does that give that settlement more legitimacy? |
