Japan and Costa Rica do not have neighbors already committed to the occupation of their country, whereas Israel has committed itself to the acquisiton of Palestine. And this for so long that it has become an integral part of her religious and cultural traditions.

Not reliable. The Talmud staes that that which is taken from gentiles need not be returned. So Israel already has an out to violate a non-aggression pact, and to feel virtuous in doing so.

Sorry, a non-aggression pact won`t work. Not against a country with motive, opportunity, and excuse to violate it, as is the case with Israel. Palestines needs an army. Nothng less.
